This year, Mexico’s Tax Administration Service (SAT) introduced several updates related to foreign trade, marking an important step toward the modernization of the customs system. These changes directly affect how importers, exporters, customs brokers, and companies in the sector carry out their procedures, making it essential to stay informed.
Here is a detailed overview of the most relevant updates.
New rules for the SAT Code in customs declarations
Expanded product classification rules:
The catalog of SAT codes has been updated to include specific products that were not previously covered, making it easier to assign the correct code.
Digitalization of procedures:
The SAT has improved its online platform to allow more efficient management of codes and easier access to documents related to customs operations.
Automated monitoring:
Artificial intelligence tools have been implemented to detect inconsistencies in import declarations, promoting greater transparency and compliance.
Key changes to Annex 22
New “CA” identifier for electronic seals:
A new identifier has been added to Appendix 8 to declare the use of electronic seals in transportation units or containers.
- Application Level: Global (G), which means it applies to the entire customs declaration.
- Complement 1: Must include the electronic seal number.
- Complements 2 and 3: Must be left blank.
Critical changes for goods
Payment of countervailing duties in simplified declarations:
If the imported goods are subject to countervailing duties, these must now be paid as part of the simplified customs declaration.
Elimination of the USD $1,000 exemption limit:
Previously, goods with a customs value under USD $1,000 did not require the consignee to be registered in the Importers’ Registry. This exception has now been eliminated. However, the operation may proceed if the customs declaration includes the name of the consignee and, if necessary, their tax ID (RFC).
